Cook the Beef: Brown the ground beef with garlic powder, onion powder, salt, and pepper. Drain any grease.
Add Flavor: Stir in Worcestershire sauce, ketchup, and mustard. Cook for 2–3 minutes. Let the beef cool slightly.
Make the Cheese Mixture: Combine cream cheese, sour cream, and shredded cheddar in a bowl. Stir until smooth.
Assemble: Place the pie crust or puff pastry in a greased pie dish. Spread half of the cheese mixture on the bottom, then add the beef mixture, followed by the remaining cheese mixture. Fold the crust edges over.
Bake: Bake at 375°F (190°C) for 25–30 minutes, or until the crust is golden brown.
