In a large pot, bring water to a boil and blanch the chopped broccoli for 2-3 minutes until bright green. Drain and let cool.
In a mixing bowl, combine the blanched broccoli, cheddar cheese, breadcrumbs, Parmesan cheese, eggs, garlic powder, onion powder, salt, and black pepper. Mix until well combined.
Form the mixture into small patties, about 2-3 inches in diameter.
Heat olive oil in a large skillet over medium heat. Once hot, add the patties in batches, cooking for 3-4 minutes on each side until golden brown and crispy.
Remove the patties from the skillet and place them on a paper towel-lined plate to drain excess oil.
Serve warm with your favorite dipping sauce or as a side dish.
