Prepare the Vegetables: Peel and grate the potatoes and carrot. Grate the zucchini as well, and then squeeze out the excess moisture from all the vegetables using a clean towel or paper towels.
Combine the Ingredients: In a large bowl, mix the grated vegetables with the eggs, mozzarella cheese, chopped chives, minced garlic, oatmeal, salt, and black pepper. Stir everything together until well combined.
Shape and Cook the Fritters: Heat vegetable fat in a skillet over medium heat. Shape the mixture into small fritters using your hands or a spoon. Gently flatten each fritter with the back of the spoon and carefully place them in the skillet.
Fry Until Golden: Fry the fritters for about 3–4 minutes on each side or until golden brown and crispy. Once cooked, place the fritters on a paper towel-lined plate to absorb any excess oil.
