Heat olive oil in a large skillet over medium heat. Add the diced onion and bell pepper, cooking until softened, about 5 minutes.
Stir in the minced garlic and cook for an additional minute.
Add the ground beef to the skillet, breaking it apart with a spatula. Season with smoked paprika, Italian seasoning, salt, and pepper. Cook until the beef is browned and cooked through, about 7-10 minutes.
While the beef is cooking, steam the cauliflower florets until tender, about 5-7 minutes.
Once the beef is cooked, add the steamed cauliflower to the skillet. Stir everything together and cook for an additional 3-5 minutes to combine the flavors.
If using, sprinkle the shredded cheddar cheese on top and cover the skillet for 2-3 minutes until the cheese is melted.
Remove from heat and garnish with chopped parsley before serving.
