  3. Gradually sift in powdered sugar and cocoa powder, mixing on low speed, then increase to medium speed until smooth and well-integrated.
  4. Add vanilla extract and fine sea salt, blending on medium speed for 30 seconds until incorporated.
  5. Pour in milk or heavy cream gradually, mixing on low speed until a scoopable consistency is reached.
  6. Gently fold in mini chocolate chips using a spatula, being careful not to overmix.
  7. Transfer the dip into a serving bowl, smoothing the top with a spatula; optionally chill in the refrigerator for 20-30 minutes.
