- Preheat your oven to 350°F (175°C) and grease a 24-cup mini muffin pan.
- In a large mixing bowl, combine fudge brownie mix, eggs, vegetable oil, and water. Stir gently until just combined.
- Fill each muffin cup about two-thirds full with brownie batter. Bake for 12-15 minutes until a toothpick comes out with a few moist crumbs.
- Create a well in the center of each brownie using the back of a spoon while they are still hot.
- Allow the brownie bites to cool in the pan for 10-15 minutes, then transfer to a wire rack to cool completely.
- Beat softened butter until fluffy, then gradually incorporate powdered sugar, milk, and vanilla extract until smooth.
- Mix in green gel food coloring until desired color is achieved.
- Frost each cooled brownie with green frosting and top with candy eyeballs.
- Allow decorated brownies to set for about 30 minutes before serving.
