Step-by-Step Instructions
  1. In a large skillet over medium heat, add the ground beef and a splash of water. Cook for about 5 to 7 minutes, stirring frequently, until the beef is browned and fully cooked.
  2. Once the ground beef is cooked, remove it from heat and transfer it to a mixing bowl. Add toasted rice powder, chili flakes, lime juice, fish sauce, and white sugar. Toss everything together until well-coated.
  3. Gently fold chopped cilantro, sliced green onions, and diced shallots into the seasoned beef mixture. Mix well without over-mixing.
  4. Prepare your lettuce leaves by gently washing and drying them. Take one leaf and place a generous amount of the beef mixture into the center. Fold the sides over the filling and serve immediately.
